The annual financial statement of the National Petroleum Investment Services, a subsidiary of the Nigerian National Petroleum Commission, has revealed that the department spent a whooping N90 billion on public relations in 2021.

The audit report seen by Peoples Gazette on Tuesday detailed that the department spent N89,928,429,000 on media relations in 2021, representing an increase of 335 per cent against the N20.69 billion spent in 2020.

The report further detailed that the department spent N11.76 billion on consultancy, N2.22 billion on transportation and traveling cost, N65 million and N1.1 billion on advertisements and entertainment, respectively, in the year under review.

Spending this much money on public relations could be considered expensive in a country where over 95.9 million people live in extreme poverty as a result of high unemployment and overstretching of inadequate and poorly maintained infrastructure.

This is not the first time such a large sum has been spent on a less important component of the organisation.

Dataphtye previously reported that NNPC spent a stunning N13 billion on entertainment expenses between 2020 and 2021.

The outlet detailed that the NNPC spent the sum of N11.831 billion on entertainment in 2021 while N1.636 billion was spent in 2020

This spending comes as the country continues to struggle to garner revenue from the oil sector, which has largely been drained by oil theft, with a recent expose revealing that the country was losing the majority of its oil earnings to coordinated theft.

The discovery of an illegal connection line into the sea from one of NNPC’s major oil export terminals that had functioned completely unnoticed for nine years, was recently reported.

Oil theft is estimated to cost Nigeria, Africa’s largest oil exporter, 600,000 barrels per day in lost revenue, with oil companies idling some fields rather than supply pipelines used by thieves.

While reacting to the report, the National Petroleum Investment Management Servic-es (NAPIMS) said “it is untrue that it spent about N90 billion on public and media relations in 202”.

It also said it was incorrect that it spent N11.76 billion on consultancy, N2.22 billion on transportation and travelling cost, N65 million and N1.1 billion on advertisements and entertainment, respectively in 2021

It stated these in a statement it released in Abuja yesterday. It said: “Management’s attention has been drawn to a false and malicious report by online publications alleging that the National Petroleum Investment Management Services (NAPIMS), now NNPC Upstream Investment Management Services (NUIMS), spent about N90 billion on ‘Public Relations’ in 2021.
“Except for deliberate mischief, which should have no place in serious journalism, we find it difficult to understand why expenditures incurred wholly and necessarily for petroleum operations to advance the joint venture operations of Nigerian National Petroleum Company Limited (NNPCL) would be sensationalised as ‘public relations.’ “A simple call would have saved the journalist, who wrote the report and other media houses who rehashed it, the embar-rassment of peddling such ignorance. “For the record, the audited financial statements of NAPIMS represent the equity share in the 13 joint venture arrangements in the upstream sector of Nigeria’s oil and gas industry.”
